will the harness BT-ISO-DIN still allow steering wheel controls to work with an aftermarket radio? this is for a 2012 Volvo VNL 670

No. That is a seperate plug coming out of the back of the factory radio. No support is available for aftermarket steering wheel control
Most drivers take advantage of the supplied remote control that comes with the new radio.
